No. Volume tiers are calculated per country. Each country's pricing is independent — sending 60,000 messages to Kenya and 60,000 to Nigeria does not qualify either country for the Business tier.

Most African markets require pre-registration of alphanumeric Sender IDs before messages can be delivered. Kenya charges KES 7,000 per Sender ID per network and requires a stamped authorization letter. Uganda charges UGX 300,000/month (MTN) or UGX 300,000 one-time (Airtel). Nigeria promotional SMS will not deliver to DND-registered numbers. South Africa does not support alphanumeric Sender IDs — messages display from a random virtual number. Approval typically takes 5–14 business days.
